The Belgian BEP4CAL project identifies policy measures to promote substitution of substances of very high concern (SVHC) for a more sustainable economy

As part of the substitution efforts under the Belgian Strategy for the Sustainable Development, the Belgian Plan for Chemical Alternatives (BEP4CAL) aimed at identifying and evaluating policy measures to promote the substitution of substances of very high concern (SVHC). In this regard, it also identified a methodology for authorities to prioritize substances and uses relevant for substitution.

The project was split into four phases:

  1. Manufacturing and use of SVHC in Belgium
  2. Development of a Prioritization methodology and Prioritization of SVHC
  3. Development of policy measures to support substitution
  4. Socio-economic evaluation of the policy measures to promote the substitution of SVHC in Belgium

The report describes the four phases including objectives, methodology, results and their discussion, as well as challenges and recommendations for encountering them.

Despite the primary focus on Belgium, major arguments of the discussion might be of relevance to other EU Member States.
